1. Perform Level of Repair Analysis (LORA) - LORA is an analytical methodology used to determine where an item will be replaced, repaired, or discarded based on cost considerations and operational readiness requirements. The LORA will be executed every five years throughout the equipment's life-cycle and utilizes the Army's standard LORA model Computerized Optimization Model for Predicting and Analyzing Support Structure (COMPASS).

2. Review Maintenance Allocation Chart (MAC) - The MAC is a list of equipment maintenance functions showing the maintenance level at which each maintenance task is authorized. 3. Conduct Manpower Requirements Criteria (MARC) study - The MARC Direct Productive Annual Maintenance Man-Hour (DPAMMH) Update Study – The DPAMMH is the time associated with hands-on, “Wrench Turning” actions that deal with the maintenance or repair of equipment. This in turn is incorporated into the Manpower Requirements Criteria (MARC) calculations for implementation and usage within Table of Organization and Equipment/Modification Table of Organization and Equipment (TOE/MTOE). 4. Amend Basis of Issue Plan – Feeder Data (BOIP-FD) Development/Sustainment – The first step in the development of Basis of Issue Plan (BOIP) is the correct development of the BOIP-FD. The BOIP-FD consolidates information on new or improved item of equipment. It contains functions, capabilities, intended use, initial cost estimate, basis of issue, personnel, and support requirements (AR 71-32). Past Performance: H-60 Black Hawk
